In 2013, Chinese President Xi Jinping proposed an important cooperation initiative to jointly build the Silk Road Economic Belt and the 21st Century Maritime Silk Road. Over the past three years, the construction of the “One Belt and One Road” has been proceeding smoothly and with fruitful results. It has been widely welcomed and highly evaluated by the international community. From May 14 to May 15, 2017, China hosted the "Belt and Road" International Cooperation Summit Forum in Beijing. This is an international event in which all parties negotiate and build "One Belt and One Road" and share the fruits of mutually beneficial cooperation. It is also an important cooperation platform for strengthening international cooperation and matching development strategies with each other. On the eve of the summit forum and on the eve of the Summit, governments, localities, and enterprises in various countries reached a series of consensus, important initiatives, and pragmatic results. China has combed out and summarized some of the representative achievements, forming a list of achievements of the summit forum. The list mainly covers five major categories: policy communication, facility connectivity, trade flow, financing, and people-to-people links. It has 76 major items and more than 270 concrete results.

First, promote strategic matching, and close policy communication

(1) The Chinese government and relevant governments signed the intergovernmental memorandum of understanding on the "One Belt and One Road" cooperation, including Mongolia, Pakistan, Nepal, Croatia, Montenegro, Bosnia and Herzegovina, Albania, Timor-Leste, Singapore, Myanmar, and Malaysia.
(b) The Chinese government has signed "Belt and Road" cooperation documents with relevant international organizations, including the United Nations Development Programme, the United Nations Industrial Development Organization, the United Nations Human Settlements Programme, the United Nations Children's Fund, the United Nations Population Fund, the United Nations Conference on Trade and Development, World Health Organization, World Intellectual Property Organization, Interpol.
(3) The Chinese government and the Hungarian government signed a memorandum of understanding on the preparation of the outline of the China-Hungary cooperation plan and signed the "Belt and Road" intergovernmental bilateral cooperation plan with the Laotian and Cambodian governments.
(d) Chinese government departments and relevant international organizations signed "Belt and Road" cooperation documents, including the UN Economic Commission for Europe, the World Economic Forum, the International Road Transport Alliance, the International Trade Center, the International Telecommunication Union, the International Civil Aviation Organization, the United Nations Civilization Alliance, and the International Development Legal Organization, World Meteorological Organization, International Maritime Organization.
(5) The National Development and Reform Commission of China and the Ministry of Economic Development of Greece signed the “2017-2019 Cooperation Plan for China and Greece Key Areas”.
(6) The National Development and Reform Commission of China and the Czech Ministry of Industry and Trade signed a memorandum of understanding on coordinating and promoting cooperation planning under the framework of the "Belt and Road Initiative" and project implementation.
(7) The Ministry of Finance of China and the Ministry of Finance of the relevant country jointly approved the “One Belt and One Road” financing guidelines.
(8) Relevant departments of the Chinese government issued the "One Belt and One Road for Common Development: Concepts, Practices and Contributions of China", "Visions and Actions for Promoting the "One Belt and One Road" Energy Cooperation," and "Jointly Promoting Agricultural Cooperation with the Belt and Road Initiative." Vision and Action, Guideline on Promoting the Construction of the Green Belt and Road, and the "One Belt and One Road Initiative for Cooperation in Maritime Cooperation" and other documents.
(9) The "Belt and Road" International Cooperation Summit Forum will be held on a regular basis and the Forum Advisory Committee and Forum Liaison Office will be established.
(10) The National Development and Reform Commission of China established the “One Belt and One Road” Construction Promotion Center, officially opened the “One Belt and One Road” official website and released the maritime silk road trade index.

Second, deepen project cooperation and promote facility communication
(a) The Chinese government has signed agreements with Uzbekistan, Turkey and Belarus on international transport and strategic cooperation.
(b) The Chinese government and the Thai government signed the Intergovernmental Agreement on the Peaceful Use of Nuclear Energy.
(3) The Chinese government and the Malaysian government have signed a memorandum of understanding on water resources.
(d) China's National Development and Reform Commission and the Ministry of Planning, Development and Reform of Pakistan signed a memorandum of understanding on the cooperation between the Pakistani No. 1 railway line upgrade and the new Harvey Lianluo Port project under the China-Pakistan Economic Corridor. The State Railway Administration of China and the Ministry of Railways of the Islamic Republic of Pakistan have signed a framework agreement on the implementation of the upgrading of the Pakistani No. 1 railway line and construction of the Harvey Lianlu Port project.
(5) The Ministry of Commerce of China and the Ministry of Public Works and Transport of Cambodia have signed a memorandum of understanding on strengthening cooperation in the field of infrastructure.
(6) The Ministry of Industry and Information Technology of China and the Ministry of Communications and Information Technology of Afghanistan signed the Memorandum of Understanding on Information Technology Cooperation.
(VII) The Ministry of Transport of the People's Republic of China and the relevant departments of Cambodia, Pakistan, Myanmar and other countries signed cooperation documents on the "Belt and Road" transportation sector.
(8) The Ministry of Water Resources of China and the Ministry of Environment of Poland have signed a memorandum of understanding on cooperation in the field of water resources.
(9) The National Energy Administration of China and the Swiss Federal Energy Office of the Ministry of Environment, Transport, Energy and Telecommunications of Switzerland signed a roadmap for energy cooperation and signed a memorandum of understanding with Pakistan Ministry of Hydropower on the Basha project and the roadmap for hydropower planning research in northern Pakistan. (10) The State Oceanic Administration of China and the Ministry of Environment of Cambodia have signed a protocol on the establishment of a joint China-Cambodian Observatory.

(12) China National Development Bank and Indonesia-China High Speed Rail Co., Ltd. signed a Yaman High-speed Rail project financing agreement and signed infrastructure financing cooperation agreements in ports, power, industrial parks and other areas with relevant institutions in Sri Lanka, Pakistan, Laos, and Egypt.
(13) China Export-Import Bank and the Ministry of Finance of Serbia signed a loan agreement on the Hungary-Serbia Belgrade-Old Pazowa segment, and signed a loan agreement on highway projects with the Ministry of Economy and Finance of Cambodia, the Ministry of Finance of Ethiopia, Kazakhstan National Road Company, and the Vietnam Finance Ministry of Finance Signs Light Rail Project Loan Agreement, Signs Telecommunications Project Loan Agreement with Serbian Telecommunications Corporation, Signs Bridge Project Loan Agreement with Ministry of Finance of Mongolia, Signs Airport Expansion and Reconstruction Project Loan Agreement with Myanmar Yangon Airport Corporation, and Inland Container with Kenya Ministry of Finance Hong Kong Yard Project Loan Agreement.
(14) The Global Energy Internet Development Cooperation Organization signed a memorandum of cooperation in the field of energy with the United Nations Department of Economic and Social Affairs, the United Nations Economic and Social Commission for Asia and the Pacific, the League of Arab States, the African Union, and the Gulf Cooperation Council Interconnection Grid Authority.

Third, expand industrial investment and achieve smooth trade
(a) Chinese government and Pakistan, Vietnam, Cambodia, Laos, Philippines, Indonesia, Uzbekistan, Belarus, Mongolia, Kenya, Ethiopia, Fiji, Bangladesh, Sri Lanka, Myanmar, Maldives, Azerbaijan, Georgia, Armenia, Afghanistan, Albania The governments of 30 countries including Iraq, Palestine, Lebanon, Bosnia and Herzegovina, Montenegro, Syria, Tajikistan, Nepal, and Serbia signed economic and trade cooperation agreements.
(b) The Chinese government and the Georgian government signed the China-Georgia Free Trade Agreement Document.
(3) The Chinese government and Sri Lankan government signed a framework agreement on promoting investment and economic cooperation.
(D) The Chinese government and the Afghan government signed a cooperation and mutual assistance agreement on customs affairs.
(5) The Ministry of Commerce of the People's Republic of China, together with relevant departments and international organizations from more than 60 countries, jointly announced the promotion of the "One Belt and One Road" trade unimpeded cooperation initiative.
(6) The Ministry of Commerce of China and the Ministry of Economic Affairs of Moldova have signed a memorandum of understanding on the completion of the joint feasibility study on the China-Moldova Free Trade Agreement and signed a memorandum of understanding on the joint feasibility study on the initiation of the China-Mongolia Free Trade Agreement with the Ministry of Foreign Affairs of Mongolia.
(VII) The Ministry of Commerce of the People's Republic of China and the Ministry of Industry of Nepal signed a memorandum of understanding on the establishment of a Sino-Nigeria Cross-border Economic Cooperation Zone, and signed a memorandum of understanding with the Ministry of Commerce of Myanmar on the establishment of a Sino-Myanmar border economic cooperation zone.
(VIII) The Ministry of Commerce of China and Sri Lanka’s Ministry of International Trade and Ministry of Development Strategy signed the Mid- and Long-term Plan for the Development of Investment and Economic and Technical Cooperation, and signed a memorandum of understanding on strengthening trade and investment and economic cooperation with the Ministry of Foreign Affairs of Mongolia, and signed with the Ministry of Economy of Kyrgyzstan. (10) The Ministry of Agriculture of China and the Ministry of Agriculture and Environmental Protection of Serbia signed a memorandum on the development of an action plan for agricultural trade and investment, signed a strategic cooperation plan with the Ministry of Agriculture and Industry of Argentina, and signed a five-year plan with the Chilean Ministry of Agriculture on increasing the level of agricultural cooperation. (14) The Export-Import Bank of China signed loan agreements with the finance departments of Belarus, Cambodia, Ethiopia, Laos, Kenya, Mongolia, and Pakistan for projects such as industrial parks, power transmission and transformation, wind power, dams, satellites, and hydraulic equipment factories. The Bangladesh, Uzbekistan and Saudi Arabian companies signed loan agreements for power grid upgrades, coal-fired power stations, coal mine renovations, and tire factories, and signed framework agreements for financing credit facilities with the Philippine Capital Bank and trust companies.
(15) The China Development Bank has signed cooperation agreements with the relevant agencies of Kazakhstan, Azerbaijan, Indonesia, Malaysia and other countries in the cooperation in production capacity, financing and cooperation in the chemical, metallurgical and petrochemical industries.
(16) China will hold the China International Import Expo from 2018 onwards.

Fourth, strengthen financial cooperation and promote financial financing. (a) The Silk Road Fund has a new capital of 100 billion yuan.
(2) China encourages financial institutions to carry out RMB overseas fund business, which is initially estimated to be about RMB 300 billion, providing financial support for the “Belt and Road” initiative.
(3) The National Development and Reform Commission of China will set up a Sino-Russian regional cooperation and development investment fund with a total scale of 100 billion yuan and a first phase of 10 billion yuan to promote the development cooperation between China's northeast region and Russia's Far East. (d) The Ministry of Finance of China and the six multilateral development agencies of Asian Development Bank, Asian Infrastructure Investment Bank, European Bank for Reconstruction and Development, European Investment Bank, New Development Bank, and World Bank Group have signed a statement on strengthening related fields under the “Belt and Road” initiative. (IX) China Export-Import Bank has set up special “One Belt One Road” loan quotas (100 billion RMB equivalent) and “One Belt and One Road” infrastructure special loan quotas (30 billion RMB equivalent).
(10) The China Development Bank and the French National Investment Bank jointly invest in the China-France Small and Medium Enterprise Fund (Phase II) and sign the “Equity Subscription Agreement”; the signing of the “Memorandum of Understanding for the establishment of Sino-Italian Joint Investment Fund” with the Italian deposit and loan company; and Iranian Commercial Bank, Bank of Egypt, Hungarian Development Bank, Philippine Capital Bank, Turkish Agricultural Bank, Austrian Austrian International Bank, Cambodian China Banking Bank, and Malaysian Bank of Malaysia launched pragmatic cooperation in the areas of financing and bond underwriting.
(11) China Export-Import Bank and Malaysian Export-Import Bank, Thailand Export-Import Bank and other member institutions of the "Asian Export-Import Banking Forum" signed the credit line framework agreement, and carried out pragmatic cooperation in the fields of transfer of loans and trade financing.
